Queens District Attorney Richard Brown has concluded that his office does not have jurisdiction to prosecute the Big Apple Oriental Tours of Bellerose on charges it promotes prostitution through its bachelor tours to Thailand and the Philippines.
Brown issued his statement Jan. 4 after examining information provided to his office by U.S. Rep.
