U.S. Rep. Joseph Crowley (D-Jackson Heights) told student council presidents from Queens high schools he planned to introduce legislation for a student bill of rights that would include a classroom seat for every student, safe passage to and from school, up-to-date textbooks and well-prepared teachers.
