Health bill should cover everyone

The health care reform bill is truly historic. But if it is so necessary and crucial to our survival, why do the provisions take effect in 2014? Why have selected groups been exempted, some until 2018, in order to get them to support and vote for it?

Congress has exempted itself from the law as well so we can infer that the more exemptions, the more likely it will pass. Common sense suggests Congress should exempt everyone and garner universal support for a bill we can all live with.
