A 21-year-old man was killed on Halloween evening outside the Bland Houses in Flushing, police said.

The unidentified victim was found outside 133-50 Roosevelt Ave. around 5:45 p.m. with a gunshot wound to his head, investigators said. He was rushed to New York Hospital Queens, where he was declared dead, according to police.

As of press time Tuesday, there were no arrests and no suspects had been identified.

Residents who live in the housing project said they did not know about the murder, but officers were patrolling the apartment buildings throughout the night and early the next morning.

Detectives were also investigating a nearby karaoke bar on Roosevelt Avenue. The owner of the establishment was unavailable for comment by press time Tuesday.

This is the seventh homicide to take place in the 109th Precinct so far this year, according to NYPD statistics that were last updated Oct. 23, compared to six in the same period last year.

The precinct, which covers the neighborhoods of downtown Flushing, East Flushing, Queensboro Hill, College Point, Malba, Whitestone, Beechhurst and Bay Terrace, had six reported murders during the same period last year, police statistics show.

There have been 1,463 reported incidents in the precinct so far in 2011, a 4.81 percent drop in crimes from the 1,537 incidents that took place during the same period last year.

On TV, the crime would be caught on security cameras and the perp identified. Let's hoping that's the case, here, or someone who saw something will say something. Then, get guns off the streets!

So tired of this mess. when i grew up in the Bland we never had to worry about any of this stuff. we could go out there hang out in the front of the community center all night talking or whatever. now this new generation are cowards they will pull a gun rather than take a behind whipping. never seen anything like it in my life. stop being cowards. they are hurting peoples child and a community that once was safe enough to walk through anytime of the night. so sad that our youth have no regards for life!

Very well said Elizabeth! Cowards are a understatement. He was my only child, my life. They not only took his life that he didn't even get to enjoy @ 21, and was buried on his 22nd Birthday. They took mine as well. How can they live with themselves. Who gives anyone the right to take anothers life! No morals, no value,......No heart.....senseless. Still is disbelief, heartbroken and destroyed, may my son R.I.P. I love you Alex, always did, always will,

We all know who did it but there are too many people "scared" to speak. Give me a break! Scared of these hoodrats. Try cleaning up the streets and getting guns off the streets, speak-up....I'm sure you would if it was one of your children. Enough with the code of silence in the Bland...that sounds so pathetic! Just because you live in the project does not mean you are project trash, or does it?

Where has the system failed us? Why did it all fall apart? Why is life crooked, why is everything a racket? Oh that beautiful three letter word. "Why" Lets try "If" .....If only one was man enough or women enough, this case would have been easy breezy OVER! IF!!! "If" it was one of yours? Let's just say.......IF.
